Possible herpes symptoms?

To introduce, about five weeks ago I was doing laundry at my local laundromat, while there I found a pair of panties left on the ground and snagged them.  Upon returning home I used them to masturbate. Only afterwards had I noticed what looked like dried ejaculate in the panties. Sure enough the next day (almost exactly 24 hours) I noticed a very strong tingling feeling in my groin area accompanied by what looked like linear rashes in the folds between my scrotum and leg.  I went to the doctor less than a week later where I was told that it was jock itch and was prescribed anti-fungal cream to get rid of it. Three weeks went by with no improvement on the rash, though it did help remove the tingling/burning sensation in my thighs.  Because I saw no improvement, I went back again, where I was told that it looks like it could be eczema and was given a corticosteroid ointment to help. I've been using it for the past week and a half, still yet to see a difference.  

Which brings me to today, still I have a tingling sensation, but now it appears that the rash has moved up the crack of my anus, which also burns, itches and provides general discomfort. It also appears that underneath the head of my penis, I have few small red bumps of which don't appear to have broken open or blistered, though I don't know if they will soon.  Occasionally I have a general aching kind of pain in my penis.

Aside from that, I have general itchiness occasionally all over my body, though I wonder if that has to do with my general anxiety over the entire situation.

Because of the two potential misdiagnoses, could this be something like herpes or HPV?

no you aren't going to transfer your oral herpes to your genital area via touch.  

this isn't herpes going on genitally. You won't get herpes from a pair of panties with dried whatever on it.  continue to follow up with your provider regularly to get to the bottom of this. It sometimes can be hard to get rid of fungal infections.

I plan on going on Wednesday to get it checked out.  Second question, I just noticed what appears to be a cold sore forming on my lip, if I did have the virus, would it be possible to transfer it from my genitals to my mouth via touch? In the area where it is forming there is a faint tingling/burning feeling, and my lips appear to be dryer than normal.

I haven't seen any blisters forming on my genitals, so I am unsure of whether or not this is in fact herpes, but with this new development I think I have a good chance of being infected.

Be seen by your doctor.  Herpes won't show up in a day.  You have something else going on.
