Herpes or maybe just irritation?

I seem to be having an issue I can't figure out. I'm female in my 30s, I don't shave or wax for reference. I take fairly good care of myself and i take my sexual health seriously.  I test regularly for stds and I'm on BC, I do good except for the few times I've had condomless sex.
Yesterday I worked in the yard and if was a hot day. I noticed at some point it felt I was sweaty and had discharge and some irritated spot on the perineum. I ignored it and kept working.  It felt irritated but I didn't really pay attention to it. This morning I coincidentally had an appt with my obgyn for a pap smear and I didn't meant it and she apparently didn't notice it or what I don't know. Tonight I thought I should get a mirror and check. On one side of my groin on the side of the perinium towards the anus is a group of irritated red bumps, almost seem open but I'm not sure if it looks like herpes or not. It's not ulcerated oozy or even super painful. It's kind of itchy and the irritation level is more annoying than anything. I put some vaginal cortisone cream on it and felt relief and almost seemed to calm it immediately.  
My question is, should I go back to my ob for herpes testing? Or could this possibly be some sort of chafing? Dont herpes prefer the mucous membrane area of the vagina? Just seems like a weird spot for chafing.  In my pap today I did get std testing but herpes isn't included.

Good news is today the redness and irritation have reduced so much. I believe because  the cortisone and a dose of ibuprofen.. which to my knowledge is not how herpes operates.

It surely can be many things that are not herpes related. Like you said, irritations are common as well as reactions to things. I wpuld still go and get it looked at. This is always the best route for anything we are unsure of. The fact that the cream helped is a very good sign. It tends to make herpes lesions worse actually.
