no I don't think hpv is causing this. I ask about hpv shots because they are something every sexually active person who is under 28 should get to protect themselves and their partners :)
if this itching was herpes related, it wouldn't last more than 7-10 days at a time and would have clear periods of weeks if not months in between symptoms.
as I said, most likely jock itch but be seen and get a proper diagnosis to know for sure.

My penis has been lightly throbbing for a few days now. I have not had sex since May 25th of this year, so I'm not sure as to what it is. Does the throbbing make herpes seem any more likely?

I've had the itching for months -- if one had herpes, how would an itch present itself (i.e., the timetable/length of itching episodes, etc)?

you shouldn't use shower gels, shampoo, soap or body lotions for masturbation. buy yourself a good tube of sex lube instead!
usually just itching is jock itch, not herpes, especially when it's lasting this long.
see your provider for a proper exam and diagnosis so you can treat this and have it be gone.
always protect yourself and only have protected sexual contact :)
have you had your gardasil shots yet for hpv?
