Sores inside the mouth are more rare. It also depends on the state of the sore. When it scabs over the virus is already retreating.

My question was that if I would've touched my genitals immediately after touching the toothbrush, would that increase the likelihood of transmitting it to my genitals or is just that the herpes virus was not nearly strong enough to infect me even if I would've rubbed the toothbrush on my genitals

With a cold sore present very likely for all I've read and I've been told by by doctors. A dr should tell you more.
