Two tests. 1 positive and 1 negative. Need answers

Back in 2003 I was tested for std's as I had genital warts. The doctor told me I also tested positive for HSV2. I never showed any symptoms and simply ignored the test result. In 2009 I got tested again for HSV2 and the result was negative. I am circumscised and about 5-6 days ago I went to pee. As I looked down I noticed a small area was more pinkish/bordering on redness than the rest off the circumscised area. I didn't experience any pain or itching or any blistering or anything. I  went to the doctor and he told me it was not a herpes outbreak. The pinkness and swelling has gone down for the most part but now I think i notice that some of the skin has started to peel in that area. What I am wondering is which test to beleive? Was the first test correct or was the second? Below are the results of both tests. Any input is appreciated. I am panicking and don't know what to do.

2003: HSV2-IGG-Herpeselect type specific AB.
The result they had for me was > 5.00. There was no specific number just that.

2009: Herpeselect IGG test
The result was .22

Oh yea! It is Asha's message board. I was wondering if when you get a chance you could give me your input regarding the dry peeling skin symptom. I put it in the original post thread on Asha.

Yes, I did. I have noticed some peeling skin and that is what is worrying me to death.
