Red scrotum and head on penis

My scrotum is bright red. It burns sometimes.  I thought it was jock itch so my Dr. Gave me clotrimazole and betamethasone.  That seems to have just made it even more red and sore. I have had an escort lick the scrotum and have had oral with a condom on. Is this most likley a bacteria infection or a break out of an STD? I don't see any open sores on the scrotum just fire red. If I posted a picture do you guys look at the

There is something called red scrotum syndrome or "red sack syndrome" Check up on that.
