no you wouldn't contract herpes through the cut in your hand and have it travel to your genitals. It would be a herpes infection on your hand aka herpes whitlow.
But do you think I caught it from her touching herself and then using her hand as she gave me oral sex? Also can I catch genital herpes via that cut in my hand?
actually it doesn't matter how long you've been infected with herpes or what your igg number is, studies show you are still shedding about the same amount whether infection 1 year, 10 years or 20 years or longer even. The provider your partner saw was undereducated about herpes it sounds like :(
is it a risk that you manually stimulated her? no not really. The skin on the hands in general is very thick and resists infection easily with herpes. A cut can put you at a bit higher risk but really no reason to think that you contracted herpes whitlow from this at all.
don't be scared to death about herpes dear, be educated about it! 1 out of every 2-3 of us has hsv1 and 1 out of every 4-5 has hsv2 in the US alone. It's incredibly common!

1) female to male transmission is much lower than male to female.
2)you never even had sex with her.
