the odds that you have herpes and are testing negative on the WB are incredibly low.
you need to continue being seen when you have symptoms. they can do basic urine testing as well as check your prostate to look for infections causing your symptoms.

i have had a blood test at the doctor's office for syphilis, gonorhea, chlamidia, and hiv and all came up negative. my ex girlfriend informed me that she had hsv type 2, which is why i took the western blot test. just wanted to get some piece of mind, because i have heard that it is possible to test negative on the western blot if your immune system doesn't build up enough antibodies to the virus.
odds are what is going on is not due to herpes.
