Is this herpes? :(
So for 5 months now I have noticed excess skin on my meatus just on penis opening. I have no irritation and I do not remember getting any pus/liquid discharge from it either. There is no burning sensation while peeing. I just seem to have cough which comes up about from time to time. I have got myself tested for std's namely HIV and syphillis but the results came back negative (8 months after sexual encounter) so I am unsure what this might be.. Please do let me know if you know anything about this. I am worried I might have herpes but I have not seen anything like this on google so I am unsure. Attached are two images.
