symptoms timing

I am 4 weeks from my encounter, I was tested at 3 weeks which was negative. All of a sudden I have had some strange leg pains and pains in my penis. No blisters or anything. The pain in my penis is a very short, sharp pain not in the urethra. My encounter was protected but I believe she was a high risk individual. Does this sound like it could be herpes and would I be feeling pain but no blisters? Also, what does herpes pain feel like, is it constant or does it come and go?

That's not herpes.  Pain with herpes varies from person to person, but its consistent - it doesn't come and go like that.

Can anyone describe what the pain and feeling of herpes is like so I know what to look for. I have had these really strange, sharp pains about once a day that last for 1-2 sec.

it could just be you being nervous, anxious, amplifying sensations. 3 weeks is kinda early for testing... it usually takes a couple months to be accurate.

with a condom your exposure is low-- although it is possible just take into consideration that it takes years/months of exposures to pass sometimes.
