Small bump on penis

Ill just get to the point.....2 days ago, I found a small white bump that appeared after grooming and a thorough cleaning. I am a virgin in the sense I have not had the actual act of sex, but have had oral. I haven't had anything from my girlfriend (Who is as new to this as i am, no doubt) in about a month, so I don't/hope it is nothing serious. It is simply a couple mm round bump on the underside of the shaft of my penis that appears to be below the skin.
I immediately put Neosporin on it regularly to potentially help heal if nothing serious. After 2 days of applying the Neosporin, it has appeared to shrink a little bit and also slowly started to change back to skin color for that area. Just want to make sure it is nothing major that could be transmitted. Almost looks like a pimple, and does not hurt or itch or anything like that. When I tried to squeeze anything out of it, a tiny amount of white liquid comes out for not even a second. Any help/advise is appreciated!!

Google fordyce spots.  I think this is what you are talking about.  If so, it is not a std.  Pretty normal.
