Genital warts or scars?

I was diagnosed with genital warts in January. I have had four TCA acid treatments to burn off the warts. The first two treatments got rid of the warts, then new ones came back a month later. The third time I wasn't sure if the warts were new or if the old ones had not completely gone away. This time- it is a week and a half after my acid treatment and I still have several big white bumps. Could it be that the warts are now immune to the acid? Or are they just scars? Should the warts be gone? What if they aren't?
