Identifying Warts On Genitals

I noticed several tiny bumps on the bottom of my penis.  They are all on the very bottom of the shaft exteding along the entire length, but only on the darker portion of the skin.  The bumps are very tiny, they do not itch or cause any discomfort, and they are only slightly lighter than the surrounding skin.  I noticed this about 3 days ago for the first time.

After doing plenty of reading on the subject of HPV, I decided to try using white vinegar to see if any color changes took place.  After the vinegar dries off, the bumps become more apparent, and they are whitish in color.  Does this indicate a wart condition, or could it be something else?  The part that confuses me is that they are isolated to on specific section of the genitalia.

The vinegar method isn't very effective and often the 'warts' turn white when there aren't any warts there. You should go to an STD clinic.

Warts are usually in one area of the genitals. They can be in clusters all over, or singular in one place.

In all honesty it could be a number of things, its hard to tell. If you are sexually active then of course an STD is one of the risks.
