Is this a sign of HPV?

So recently I have had a small bump near the head of my penis. I haven't had sex in over 9 months but I did receive oral about 2 months ago. I had my doctor look at it and he didn't seem too worried about it, he suggested that it may be a pimple. I tried popping it but it is still there. I am worried that it could be HPV, hopefully someone can please give me some answers. I'm not sure how to add a picture to this so if you need a photo please let me know.

Photos are not good to determine what you may or may not have. Genital warts come in many shapes, sizes and colors. Please go see a dermatologist. Visual inspection by a trained skin doctor usually suffices but only a biopsy can positively confirm if it is really HPV or not. The average period for warts to appear after sex is 4-8 months but some unlucky people get them in 2 months.
