Can I prevent hpv contraction this way?

If a person wears boxers and a condom, only pushing their penis through the hole in the boxers and covering the part that's out with a condom, can hpv still be passed? Since most people contract it from genital to genital contact and there would be no direct contact would hpv still be passed if the condom doesn't break?

Yes!  Condoms don't cover the base of the penis. Not to mention, the virus can exist on thighs and legs. And there is always a chance that a condom can break or come off. There is no such thing as 100% safe sex.  Your boxers and condom solution does make it safer but not completely safe.
