You don't have an active HPV infection anymore if your paps have been normal for so many years/you haven't had warts for 6+ months.  It is your decision whether to reveal you ever had HPV or not to your new partner, but you will not be able to transmit the virus to him.  I don't believe in telling partners about old, inactive HPV infections people can no longer transmit, I only believe it is needed when you have an active infection.  However, it's a personal choice.  Know that you can't give your partner the virus any longer if you have been clear of symptoms for so long.
