If the wound on your feet was not open then you are not at risk. Also, if the animal didn't get saliva (didn't lick the wound or get saliva in it) you are not at risk. Is this what happened? It got wet but lets say it was saliva for to be extra cautious. Did you would have any blood in it, was an open wound were the saliva got in it? Do you know that the wet feeling you had got on the area where the cut on your foot was? If the wet feeling you got was not where the cut was then you don't have to worry. Does this make sense?

Only saliva that gets into an open wound causes rabies and only if the animal has rabies. If you can't find the animal and you got saliva into your wound you need to get the series of rabies shots if not you dont' have to worry. So no you cannot get rabies without your skin being broken. If the wound was closed no blood then you can't.

I think you should see a doctor so you will feel better about this since we are not doctors on here.

does this help?

You have to get the saliva of the animal into an open wound. If the animal had rabies also is the only way you could get it. So, do you know if it got saliva into the scratch and was it open? i can't tell from the photo.  If no saliva got in it you are ok. If it urinated on the wound it would not give you rabies.
