SGOT(Serum Glutamic-Oxaloacetic Transaminase)or AST and SGPT(Serum Glutamic- Pgyruvic Transaminase) are both commonly measured clinically as a part of diagnostic liver function tests, to determine liver health. SGOT is found primarily in the liver, kidney, heart ,pancreas and muscles. Serum elevation of  this enzyme may indicate a disease involivng any of the organ mentioned above. For example, myocardial infarction--heart attack, liver disease(cirrhosis),diseases involving  muscle damage etc.In contrast, SGPT is mainly found in the liver hence more specific for liver damage than SGOT. Clinically, the AST/ALP ratio is also used as a clue to diagnose obstructive and parenchymal liver diseases, whereby slight elevation indicates OBSTRUCTIVE while high values indicates PARENCHYMAL.In addition, there are many other criteria to check whether your liver functions normally or  not, these include, alkaline phosphatase, albumin,PT(prothrombin time),bilirubin(direct-conjugated),bilirubin(indirect-unconjugated),GGT,all these may help in a differential diagnosis of a liver disease. The normal SGOT adult range is 0 - 42 U/L
the optimal reading is 21 U/L. and SGPT is 0-48U/L the optimal reading is 24U/L. Now coming to your question, both SGOT and SGPT seem to be elevated, the SGOT elevation partially suggests a problem in your liver ,heart, kidney, muscle disorders but the SGPT elevation significantly alerts a liver disorder,it may be an acute damage as in hepatitis or a chronic one as in alcoholic liver cirrhosis. So, to answer your first question, yes this more likely is a result of a liver disease. As for the second one,  it may be a life threating or not it all depends on which condion exactly is causing these elevations,if your liver is failing you definately need a transplant. My advice is, make a thorough investigations to find out the underlying cause. You might want to check for troponin levels to exclude the heart condition, and more other check ups, EKG etc.
