Why do some posters have a *REPORT* by their name and some do not?

Hi there, if you go into each persons square, where they have answered a post you can see that there is a report function for each person. It only pops up when you go over the right side of the square.
It is so others can report spam or a duplicate post or some type of abuse.
You can click on it to take a look to see what I mean, it will not report until you select and submit
