Red rash/discoloration on top of penis gland?

Wondering what this could be I had some red blotches on my penis gland and then it went away... kind of. Now I have a redish tint on the top portion of my penis. I had protected sex recently but this started happing before I had sex. Until like 3 weeks ago I have not Been sexually active for 2years so not sure where this came from. I don't have any discomfort no stinging or burning/ itching sensations it feels normal. Just want to get some opinions on what it might be and what I can try to get rid of it. Thanks
