Small Lumps in Penis

A friend of mine masturbates,he's only 13 and he found small red
lumps inside his foreskin. is this normal?

Sounds like penile papules which are common and part of normal male anatomy.  If you would like some reassurance, make an appointment with your doctor.  They arent anything to be worried about though.

Fordyce spots is the medical term used for the spots.
