vasdeferus attached to scrotum & testicle wrapped around them

I'm a 47 yr old happily married male with 2 children; had vasectomy about 2 1/2yr's and both of my vasdeferens (sorry about the spelling) are attached to my scrotum, at the same site where my dr had performed the vasectomy procedure; I had s/w of a tough time after my surgery; I had what I think is called a hemitoma (large clot of blood); it looked as if I had 3 testicles b/c the clot was the same size as them; I have always thought that my vasdeferens were suppost to be attached to my scrotum, so I did not think too much of it, but I did not like; it's always looked as if I have a big dimple on my scrotum b/c of the vasdeferens pulling up on it; I recently asked my PCP about this and he said it was not normal & that I needed to have surgery to correct it;  afterwards I scheduled & seen a urologist to have my problem corrected & he told me he could not find anything wrong;  It was embarrassing enough to go the a doctor about this and ask them to check it out, I repeatedly told the urologist that both of my vasdeferens were attached and showed him the best way to check / touch my scrotum;  I was embarrassed, yet I knew for sure they were attached; after asking him to feel me this & that way, I became very disappointed and did not want to complain;  I thought he would think I was just wanting him to touch me; so I just said "Well, I guess everything is in order and working properly, so no need for surgery and I guess we're done".  He agreed, so I got up and left after paying my $60.00 co-pymt!  Last night I noticed that when I lift up on the site where the vasdeferens are attached, my right testicle goes up and down with them;  I now have a testicle wrapped around one or both of my vasdeferens;  I recently started hormone replacement b/c my testosterone was low (216); I'm not sure how long my testicle has been wrapped around my vasdeferens or if this has anything to do with my testostorone or not. I have also noticed (and my wife too) that my testicles are shrinking, and my penis.  Please shed some light on my situation and give me some suggestions as to what to do.  Is it normal after a vasectomy to have the vasdeferens attached to my scrotum?  Is it okay for my testicle to be wrapped around the vasdeferens?  Could any of these cause me to have low testostorone? Is it normal for someone my age to have shrinking testicles and a penis that seems to be shrinking?  Also, my 16 yr old son is taking testostorone b/c his levels are low.  His level was 197 and he has gynocamastia.  Do you think low testorone can be inherited?
