You do not have to be a smoker to be diagnosed with COPD. The "bilateral scarrring," whatever the cause, is why you now have COPD.
When my mother was diagnosed with COPD, she was given steriods to HELP her breathe more easily. I am not a doctor, but I feel that your COPD is NOT from the steriods.
Your questions about COPD (Chronic Obstructive Pulmonary Disorder) deserves a call to your doctor for a further explanation. Not knowing what is causing it, puts too much stress on you; which you don't need right now.

Sorry you are having a hard time.
I have not heard of long term steroids causing breathing problems. Steriods are used for long-term management of severe asthma.
Maybe there is something else going on.
Any feedback from your doctors?
