Daughter can't function while sitting

My daughter was born at 36 weeks, labor was induced due to her irregular heartrate.  When she was born it took them 6 minutes to get her to breathe.  She couldn't close her mouth all the way around a bottle nipple, and we had to get nipples that filled her mouth.  She since birth when in her carseat or sitting anywhere else has had strange bilateral muscle contractions of her lower back and legs.  The problem is now affecting her ability to sit and color, or play.  She ends up gripping whatever she is holding tightly in her hands and holding herself up, by pushing her arms into the table.  She is a little behind on gross motor, but not much.  She walks and runs, but is slow on the steps.  The look on her face looks like pain when she is doing her legs and they are both doing the same thing.  She also has a speech delay, though not a terrible one.  Any clue what this could be?

No one has given any explaination for this. I am hoping now that its 2011 you may have some answers. Is you daughter better now/?
