Bone fracture in fore arm of right hand - do i need a surgery?

my father(61 yrs age), (he is healthy & did not had any medical ailments in last 7yrs), had an minor car accident recently and when x ray was done for right fore arm there was a small fracture. The doctor suggested for a surgery to implant a rod. I have a doubt whether to go for surgery or the fracture can heal itself naturally? Will there be any complications in future because of implant? the following link gives the image of X-RAY
