My 5 year old has the hair of a 2 year old

I have a 5 year old daughter who couldn't be healthier.  The only problem is her hair.  She was born with peach fuzz, and it has only grown to very thin, wispy, darker hair that hardly covers her scalp.  We have been to a pediatric endocrinologist who evaluated and tested her for thyroid problems.  The doctor ruled that out.  He suggested going to see a dermatologist.
My daughter is already very shy and self-consious about her hair.  I give her a multi-vitamin everyday and use a natural biotin shampoo on her hair.  Nothing seems to be helping her hair to grow.  
Has anyone ever seen a case like this?  
We haven't been to a dermatologist yet because I am afraid it will make her feel as though there is something wrong with her hair.  We try to encourage her that her hair is growing (but it's really not) and that she has beautiful hair.  I also don't want to get our hopes up thinking they could do something and then not.

Well, my daughter who is 1 has he hairline of a 50 year old man but she's only 1.  She was born with a HUGE head of black hair that has since fallen out and grown back in blonde.
At 5, I just don't know but if your dr suggests a dermatologist, I would go.  Tell her it's just another routine visit.  I'm sure she won't really understand.  If it's a problem maybe early detection from the derm can treat it.  When she starts getting older and really interacting with peers, it will get worse for her emotionally.  She will feel a lot more self conscious than if you just take her to the other dr now.

Thank you for taking the time to reply.  My daughter's hair isn't falling out, it is just sitting there doing nothing.  You are probably right about taking her now to the derm.  But truthfully I think she's already smart enough to understand.  But, I think it would be better to deal with now, then later.
