delayed development in 8 wk old baby

the baby , who is 8 weeks old, does not regard face and does not have a social smile, though he does smile spontaneously. was born to a 29yr old after a normal pregnancy and vaginal delivery- hastened with pitocin.APGAR was 9 after 5 mins.baby is breastfed. spits up (moderate) a little after feeds and also upto 2 hours after feed. birth wt=2.7kg and present wt=3.9kg. had fever of 102.8f on 3rd day of birth-after about 54hrs. was suspected to be dehydration fever.(very little breastfeed and only very little formula milk was given in 1st 2 days).

was given amoxylin orally and fever subsided in 2days.

would like to know if this baby could be hypothyroid-no screening test done and that is the reason for the delayed development or is it likely to be due to the fever?

hedid not have prolonged jaundice after birth.

please advice as to how i should proceed.
