purple inside lips

Hi my name is Claudia i was a 3wk old babie. I was wondering why is his Lips purple in the inside ... Its been like that a couple of days after he was born . He eats fine. First i had problems with his formula because  he was not going to the batroom after the first week. So they changed his formula nopw  he is doing fine . The Dr. said that it would go away but actually its been 3 weeks and its still like that . Was wondering if its ever ganna go away. I have a 7 year old and never had that problem. His hands are not cold or his feet. Well once in a blue moon  only when he is cold . H What can i do or they are ganna stay like that ,.???

It could be an ethnic trait,  any latin blood in him, I am really not certain what the answer would be , maybe best to ask a doctor .
