I am not sure of your question, can you give more description of your dog's symptoms/problem? I interpret the problem to be hair loss, and you are concerned that that reason is due to retained testicles or thyroid? Retained testicles can become cancerous in older dogs and cause hairloss due to increased hormone secretion, although that would be unusual in a 2 year old dog. The treatment/prevention for this is to surgically remove the retained testicles. Hypothyroidism can also cause hairloss on the trunk, is diagnosed by blood testing, and treated with lifelong thyroid supplementation. Hypothyroidism also is more common in older dogs and would be less likely in a 2 year old dog. Sometimes young pugs can develop seasonal flank alopecia (hairloss and dark skin on the sides) that can be helped by oral melatonin administration.

Fleas can cause hairloss due to scratching/chewing and secondary skin infections. Hairloss around the neck and on the back of an older Pomeranian, especially if she is not itchy, is usually due to a hormonal problem such as a low thyroid, an ovarian cyst or tumor (if she is not spayed), or Cushing's disease (increased steroid secretion from the adrenal glands). I recomned taking her to your veterinarian for exam to see if she needs antibiotics, and to get full bloodwork with thyroid panel.
