I'm 8 weeks along and my husband has already made up his mind he's not cutting the cord. He's really squeamish though and gets lightheaded really easily. Honestly I'm pretty sure once the time comes for us to have our baby, he'll prolly be passed out on the floor 5 minutes in. Lol
When I did my rotation in ob for my RN there was a dad terrified of cutting the cord and he told the doctor to let me do it. It is what I remember the mist from that day so if you have a student in the room you could let them do it!!
My husband swore he didn't want to that it freaked him out but when baby was out he stepped right in and cut the cord
For my guy it's more about the blood... He's afraid he'll pass out.

I just asked my husband this question after reading yours and his response was " what if I cut the babies penis instead?"
My husband was like that...but after having our son the doctor was like "you wanna cut it?" I yelled at him to get his but over there and do it! Lol! Afterwards he was like "oh it wasn't what I thought is was going to be...thought I would really use to hack away on it to cut it!"
It's scary and nerve wrecking for the first time...but he may feel different once baby is here...it's a different mind set that hits when you first see them...and unfortunately men are visionaries....until they see it it's not really real yet!
I felt the same way about the skin to skin...if I was going to do it! Doctor asked before hand and I was like "um no that is so gross he is going to be cover in disgusting stuff no way am.i touching him until he is cleaned up!" BUT day of birth they couldn't hand him to me fast enough....just changed mind settings when it came to seeing him for the first time...was like "he is mine give me him now!"
My man look horrified when I brought up wanting him to cut the cord and he's very adimant that he does not want to nor will he be cutting the cord
Lol just have the doctor explain to him the process & reassure to him that he cant mess anything up
