One of the best ways for a newborn to keep their temperature regular is to have them close to you. If I'm sitting, I keep my boy in my arms, on my bare chest under my clothes if I can. Sometimes I have him in just a nappy and a cosy blanket, so he can be next to my skin and wrapped warmly on the parts that are not next to me. I know this isn't very convenient for getting anything else done but at the moment I want to prioritise my boy's health and comfort and get to know all his little cues for feeds and tiredness, as well as being close enough for him to see me when he opens his eyes.

Was she left in front of a fan or something? If not, maybe check her temperature. The only reason her forehead should be cold is if she was left somewhere cold. If she wasn't, call the dr or call the hospital she was born at and ask them about it.
