When they measure you, they measure from your pubic bone to the top of your uterus, and get the measurement of "fundal height".
Sometimes the measurement of your uterus is wrong, but usually it means the baby isn't growing as fast as they expect, for age of the baby. Since the baby has been spot on all along and is now behind, it's a sign that the baby may be starting to be in distress - which isn't surprising considering the prelabor you've been in.
