In general, severe acute respiratory syndrome (SARS) begins with a fever greater than 100.4
Unless your child has recently (within the last 2-10 days) returned from China, Hanoi, Hong Kong, Singapore or Toronto, or had contact with someone who has SARS, it is VERY UNLIKELY that she has SARS. If she is having respiratory problems, please contact her pediatrician and follow his/her instructions. If her problems are severe, please go to the Emergency Room or Emergency Department.
There are actually very few confirmed cases of SARS in the US and most places outside of China, Hanoi, Hong Kong, Singapore and Toronto.

You should take your child to a good Emergency Room, if she is having any kind of breathing problems! Better to be on the safe side, and find out for sure, what your 3 year old daughter has.
Then, you will have choices about treatments.
