3 months hiv test negative

Is a 12 weeks Hiv Test considered conclusive? would it be possible to experience a sore throat lasting 10 days ( no fever) at the 13th week and think that it could be the acute symptoms? could it mean that my body would have a slow antibodies reaction and not enough would be in the blood to be detected which would result in a false negative?I read that 3% of people take more than 3 months to develop antibodies.Do they have particular issues such as suppressed imune system?
