Red, scaling areas on Penis

For around 10 months I have had I red area underneath the head of my penis and now its has spread to the edge and side of the head and a small spot on the back side of the shaft.  It does not itch or hurt unless an erection irritates it by stretching it.  It gets a layers of skin over it as if its trying to heal but it just peels away leaving it the same way it was before.  It sometimes hurts during an erection because the skin is being pulled and it gets tender in those areas and becomes a little irritated.  I have been to the doctor 2 times.  The first time i saw a nurse and she was not positive so she wanted me to see a doctor.  I made another appointment and he told me that it was not an std and that it was pretty much just there.  He said that my body just did not see it as a threat, hence the reason why it was not being healed but since I did have skin over it trying to heal it, even though it is always unsuccessful, he gave me a steroid to take in hopes to help.  It did nothing and i had that appointment maybe 5 or 6 weeks ago and it is not any better, maybe a tad bit worse.  He told me that it could take up to a year to heal and I am almost to that time frame and nothing is happening.  

I do not know what to do.  Since i have already gone and paid for 2 doctors appointments that got me nowhere, am asking you guys because money is tight and time is ticking away and this is something that I would really like to go away because it affects my personal life greatly.

also it never pusses or anything like that.  it is just a red area that is a little inflammation making it noticeable and then dried skin on it that peels away.

Have you been to a doctor for that diagnosis?  Diagnosing yourself is not usually a good idea.

I might have given me a name but he used an example of an animal in the arctic but i do not remember why he referenced this but he .told me to look it up but I forgot the name.   I think I will give them a call, thats a good idea, thank you

Did the doctor tell you what he thought it was?  Did he give you a name?  You can always call and ask, and let them know you are still having symptoms, and can they do anything over the phone.

and also there is almost no itching, but I am not sure if are fungal infections come with that symptom

I have thought about that but to my understanding fungal infections thrive off of moisture and the doctor told me that the moister was actually good for what I have, so it still can be a possibility because he could be wrong

Peeling skin sounds fungal.  Have you thought about trying an over the counter antifungal cream to see if it helps?
