There is very little, if any, risk involved here. Licking testicles is no risk, as the skin on your testicles is too thick for germs to penetrate, and licking doesn't do much of anything.
Condom protected oral sex and vaginal sex has very little risk. There may be a slight risk for herpes, HPV and syphilis, as those are transmitted when skin touches skin, but condoms offer significant protection.
Please know that there is no such thing as a "full STD panel". There is a panel that is decided by whoever is doing the testing. It may not include all the STDs.
You don't need to test for gonorrhea, chlamydia, mycoplasma, HIV, hep B and NGU - the head of your penis was covered and you had protection against those.
There is no test for men and HPV, and if you feel you must, you can test for syphilis at 6 weeks. If you have syphilis, you'll get a round, painless sore between days 10 - 90, though the average is 3 weeks.
I wouldn't test for herpes unless you get symptoms. There are lots of false positives, especially on the hsv2 IgG test, and unravelling that takes weeks and a lot of money.
Really, your risk is very low, and your anxiety is out of proportion to the risk level.
