Red skin on penis

i have had sex with my regular partner and also had unprotected oral sex with a new partner. Both female . 8 days after i have had bright red skin about half inch long on my forskin. Were the shaft meets. This has now been for 3 days. It has little to no pain, no blisters. Not raised or swollen. It has not gotten larger but looks as its more red now then it was. I put cortizone cream for a few days and and it didnt help. Now i am using anti fungal cream but its not helping.
What else could this be. At first i assumed herpes but now i am not sure

If this were an initial herpes outbreak would the redness have blistered already?

Oral sex is low risk and this does nto sound like a STD. See a Dr if concerned.
