recurring rash on penis

I have had a recurring rash on the underside of the head of my penis. It started 5 weeks after recieving unprotected oral. I was tested for chlamidia, gonno and syphalus all came back negative. Never had discharge, burning when I pee or sores. Took meds anyway to be safe. It does not look like a herpes lesion, not warts, and does not itch or bother me. It is just a red splotchy rash that comes and lasts for several days and then slowly goes away. It comes back again like a week or two later. Planned parenthood said it is not an std, but would not look at it. Dr hook and Dr Rockoff said not an std and to move on, but no one can tell me what this is. It could be a coincidence and not related to oral exposure. Yeast, fungal dermatitus?  Any help would be appreciated. I want to go to a Dr but not sure what type of Dr to see. I am so scared.

Thanks.    Dermatologist said it was contact dermatitus, and definately not an std. Prescribed a topical steroid cream. So far so good. Still not sure what casued it, but oh well.

Can't really help since it obviously is not a STD. Yeast or allergic/immunologic reaction are possibilities. Seeing a dermatologist seems reasonable to me.
