red welt on the shaft of my penis

It's been about 3 weeks since Ive had intercourse, unprotected, with a girl that i had been active with about a year previously.  She's the only girl I've ever been sexually active with, and So I wasnt as precautious as I maybe should have been.  So, about 3 weeks ago we met up after about 8 months of not talking, all the while she was dating a guy she is not pregnant to.  We had intercourse, and everything was fine.  Well, I have excema so im regularly scratching my crotch area and I'm wondering if maybe this red welt is from scratching?  I do scratch kind of roughly sometimes, and I'm hoping that it's not an STD.  I noticed the red welt this morning when i took a shower and was cleaning myself.  It doesnt hurt, and the color is the same on the whole thing.  If anyone can help with this it would be greatly appreciated.  I dont have the money or transportation to see a doctor so this actually really worries me.

well It might be a bruise from scratching too much, as the color is changing now
one part is darker while the other is lighter
I am planning on going to the doctors as soon as I can
I just moved to the area and have no transportation and little money so it might be a while
