penile problem

About 7 weeks ago i had unprotected intoxicated oral and vaginal intercourse. A few days (2 if i remember) after the intercourse i began having minor itching in my penile urethra and some milky colred discharge with a slight burn (that happened twice) after urination. I then went into to see my doctor for an examination. He examined my penis and concluded that i probably have chamydia. So he treated me with antibiotics (take one dose all at once) to treat for gonorrhea and chlamydia. Something screwed up with my urinalysis so they were not actually able to get results and now my antibiotics would give a false test my doctor said.
So i took his word and tried going on with life. But my meatus became irritated, reddish and inflamed. I went back to the doctor and showed him the problem. He said there doesnt seem to be anything wrong. I explained that my meatus was tender and that the redness is not the normal color for my meatus. He then prescribed me, "mometasone furoate cream usp". The doctor told me to rub this onto the tip of my penis once a day and that my symptoms should dissapear. After folling my directions for a few days, the cream ended up helping a minut amount. It took away the tenderness but did not get rid of the swollen inflamed meatus. So i went back to the doctor for a third time and explaimed that the creme had no effect. The doctor examined me again and did not think anything was wrong and didnt want to seem to test.
So my problem now is my meatus is still inflamed and slightly tender when brushed against my boxers. And i have also noticed dry skin on the shaft of my penis which has also never been there. What could this be? im confused and dont know what to do.

side note( i have only masterbated once since this encounter and after taking the antibiotics. And after the ejaculation my meatus seemed a little more swollen looking than it is. Also after urinating the tip of my penis seems mois like fluid is leaking out. I looked and it did not seem milky just clear like).

you really should consider doing a follow up test not only for those two STDs but also for Trick and NGU. If your problem presist and you turn out negative for those then you need to consider seeing an urologist.
