1) Hand jobs carry little or no STD risk, regardless of the lubricant used -- and that includes genital secretions. And for sure no risk using saliva as lubricant.
2) No STD can pass through intact latex. Even if there had been oral contact with penile skin above the condom, the STD risk would be minimal to zero. Oral sex is quite safe with respect to STDs, even without condoms.
If this is your only potential STD exposure, you do not need testing and can safely continue unprotected sex with your regular sex partner(s).
