Urine is sterile, assuming no urinary tract infection. HIV is not shed in urine of HIV infected persons. There might be a theoretical risk of STD transmission as the urine picks up traces of chlamydia, gonorrhea, herpes, etc passing over genital tissues. But to my knowledge nobody has ever acquired an STD by exposure to urine.

A related discussion,
More golden showers was started.
I have read that Hepatitis (B) can be carried/transmitted by urine. Is this valid ? Would this apply to Hep C as well ?
Hep B is not transmitted by urine to my knowledge. Hepatitis C transmission requires very direct blood exposure and for practical purposes is not sexually transmitted at all, certainly not by urine.
Use condoms for vaginal and anal sex and select partners wisely. That's basically all there is to safe sex. Oral sex, fingering, urine exposure, etc generally are too low risk to worry about (with occasional exceptions).
