Is this an STI

Ever since 2013 I have been having sores at the base of my penis where it meets with the testicles, I have been treated many times but it keeps on reappearing on the same spot which is my left side of the penis after a few weeks after being given treatment. First it starts by itching then when I scratch about 2 sores appear then as time goes on they become 3 then 4, when they burst a clear liquid comes out and little blood. there are no other symptoms and I have taken blood tests for STI's and they came out negative but still im having those sores that disappear every time after treatment and after a few week they reappear. There are no penile discharge. What exactly may be the cause of these?

It sounds like genital herpes of sores appear with clear liquid when you get sores gp to the clinic and have them swabbed for herpes testing

If you tested negative for std's then it is not a std. Better have a doctor assess it. Good luck!
