You cannot get warts in an area covered by a condom. However, the penis often slides within the condom during sex--so it probably is possible to acquire infections in the region just beyond the condom rim. Genital warts typically show up a 3-6 weeks after exposure, sometimes as long as a few months.
If you haven't done so, you might read the article on HPV/warts in the link STD Quick Facts and Articles on the STD Forum homepage.

I meant to also say that the bumps you describe don't sound much like warts, but I cannot say more. You'll need to see a health care provider.

Thank you for your reply. I will definately visit a health provider to find out. I noticed one before I ever had any type of sexual interactions so I am not sure. It's not quite bumps somewhat like verticle pierced openings, like I can stick a small needle in the bottom opening and it comes out the top. Anyways thank you again
If the 2 spots and the possible channel between them are on the underside of the penis and in the midline, you may have a congenitally patent median raphe duct. That's a trivial congenital anomaly going back to the formation of the penis and urethra, several months before you were born. Such a structure sometimes can get infected, but otherwise is harmless.
