The lesion under the tip of the penis look reddish white. Looks like white or clear dots, not coulflowered and are very small. I have two dots on the right side of the penis and one to the left. The reason why the Drs. here are not as descriptive is because I currently work in another country and the service is not as great as the United States. Can pearly penile papules be under the penis and not on the shaft?

A red pimple or "bump" with a hair growing out of it is folliculitis until proven otherwise. Folliculitis occurs when the pores in your skin (hair follicles) get plugged. This allows that normal bacteria that are present on just about every-one's skin to grow and cause what is essentially a pimple. Some of these just appear as red bumps which may or may not be tender while others go on to actually form pimples. Folliculitis is particularly common in areas where people have shaved and respond best to washing with soap, water and a washcloth.
You do not describe the lesion on the tip of your penis. There are a number of normal skin structures which occur at the tip of the penis which can be mistaken for warts. One of the most common causes is a process called "pearly penile papules" but there are many other causes as well.
there is really no on-line substitute for a direct examination and you have had three of those. Personally, I would go with the majority vote. I must say however that I'm a bit surprised that the dermatologists you saw did not suggest a name for what is going on. EWH
