Like the genital warts, the bumps on his hands might not be active warts -- maybe scar tissue from old warts. He should see his doctor about it, or a derrnatologist.
by the way he have hand warts for 3years now they are so hard and still the same size

First, I am doubtful your husband has had genital warts persisting for 9 years. Warts almost never last that long; most clear up within several months. Probably something else explains the bumps on his penis -- maybe scar tissue from old warts, or something else entirely. He needs to see a doctor and have the bump diagnosed.
Second, hand warts are almost never due to the genital HPV types. Most hand warts are acquired by non-sexual contact with othe rpeople, and are caused by entirely different HPV strains than those that cause genital infection. Therefore, touching genital warts does not result in warts on the hands or fingers. And warts are almost never spread to the eyes or face, even by rubbing the eyes.
Almost all young children get hand warts at one time or another. Almost always they catch the virus from another child who also has warts, often in day care or at school. Kids do not usually catch warts from their parents.
If you or your husband still have what you think are warts on your fingers or hands, they should be examined -- along with his genital bumps. If warts are present, the doctor will recommend treatment. But no matter what happens, your child probably is not at risk.
