I have a raised bump on the underside of my penis. It is the same color as my circumcision scar, soft, about a month or 2 old and as sensative as normal skin. I applied vinager to it but nothing happend (no whitening of the bump or any area of the penis), i want to believe it is a skin tag but im no expert (i used to masterbate 2-6 times daily dry ie; no lube) there is no indication of gw around my anus either.
I'm sure you understand that we cannot make a specific diagnosis based on your description. But from your description, I doubt this is a wart. Genital (and other) warts usually are multiple, i.e. several lesions, not just one. And as you seem to understand, usually they are not soft and pliable, but firm or overtly hard and "horny" (i.e. "warty"). The lack of whitening with acetic acid tends to suggest something other than a wart, but not reliably. Despite what you can find on the internet, no health professional recommends self-testing with acetic acid. Some warts and other HPV-affected tissues don't turn white, and not all white appearances are due to HPV or warts. We don't even use that test in my STD clinic and certainly do not recommend that medically untrained persons use it on themselves.
Anyway, based on what you say, I doubt this is a wart. But the only way to know for certain is to be examined professionally, in person.

I found online this anti-viral cream called SOMXL, according to the website it says it is FDA approved in the treatment of GW. Have you heard or come across this cream before? Also, are there any other symptoms besides GW that indicate i might have contracted HPV?
somXL is quackery, no proved effectiveness against warts and I doubt it is really FDA approved. It is not recommended by CDC or any other authoritative organization for treatment of genital warts.
In any case, you probably don't have genital warts and I strongly suggest you stop looking for wart treatments on line. And even if I thought that's what you have, I would strongly advise against self treatment with somXL or anything else. Genital wart treatment should only come by prescription from a knowledgeable provider who has made a reliable diagnosis.
There are no other symptoms of genital HPV.
