red spots/bumps on penis

I have had these red spots/bumps coming and going for over two months. One doctor thinks it is just some allergy, bit it has more been more than two months. The other doctor thinks it might be a yeast/ bacteria infection. They don’t hurt and itch a little when I touch them.  what could it be?  I am taking some medicines but they don’t really seem to help. I am thinking I will let them be like that and seem them after a week now? Is that a good idea? (They only come under the foreskin, sometimes together in a kind of a cluster, sometimes seperately)

What are chances of passing it to someone through surfaces? How careful I need to be so it does not pass to other people?
