small flesh colored bumps near circumcision scar

I have just recently noticed what apears to be a group or line of maybe 5-10 clear flesh colored spots right on the edge of my circumcision scar. The run more north south along the shaft rather than east weast. I have been circumcised since childhood so its nothing to do with the scar per-say. I have not had any recent sexual activity. The most recent was on Feb. 9th, and was mutual masturbation. No oral, anal, or vaginal sex. A little forplay with some dry humping, but no penetration. So, its been roughly two months since any type of sexual activity. I was recently tested on March 4th and was negative for everything. (Hsv1 and hsv2 included) prior to my mutual masturbation encounter there was only mutual touching usually over the underwear and the occasional hand to genital contact but not enough to count as masturbation.  
Prior to all this/the reason I was tested march 4th, I had 2 separate unprotected oral ecounters. The test march 4th was approximately 102 days after the last exposure of unprotected oral sex. Or rougly just over 14 weeks which as I've come to learn is almost 100% accurate igg results. So, history asside here are the facts,

I tested clean march 4th for all stds.
My most recent sexual exposure was Feb. 9th, approximately 23 days after mutual masturbation.
I have had no symtoms of any kind that I can recollect. I feel that I would notice anything painful or odd given the fact that I masturbate almost once a day and am constantly concerned about the situation of my penis.
And here's my question: (sorry but I needed to give full detail for an accurate response)

Last night I was getting in my head about possibly having any herpes like symptoms. The reason I was looking was not because I felt anything, but merely because of my paranoia. I did come across a somewhat darker colored spot maybe 3mm in diamter on the underside of my penis  right on the edge of my circumcision scar. Being the person I am I examined this spot very closely under a bright focused light for nearly 5 minutes. This is where I noticed the 5-10 flesh/slightly dark red colored bumps that could not have been more than 1mm in size. To really see them I had to stretch the skin of my flacid penis to a good extent just to make them out. Of course my mind raced to herpes as they bear somewhat of a resemblance to herpes blisters in there shape alone. Key points here, they do not itch, burn, or sting, they seem to be unchanged since last night. They are very, very small As I mentioned And appear to be very similar in nature and look to pearly penile papules (I have some on the underside of my penis head to compare to).

1) can pearly penile papules develop on the shaft in the area I describe? On the scar of my circumcision? (I know what fordcye spots are btw and these are not fordyce spots)

2) Could this in any way be herpes? Obviously I will keep an eye on them to see if the grow or burst. And I have scheduled a apt at planned parenthood for further evaluation.

3)I've read a LOT of postings from the doctors on this website who say that mutual masturbation has never had a documented case for contracting herpes. (Also the girl who I did this with has had one sexual partner and she was someone I trust, so not necessarily a "risky" encounter)

4) Should I be worried about this? Could there be another expiation besides ppp or herpes?

5) is it safe to assume that if it were in fact herpes it would be easier to see upon inspection? I.e. no need to pull stretch skin and look under a very bright light? Aren't herpes sores larger then 1mm? And accompanied by pain and irritation?

Depends, If you are worried these are hereps  then have them swabbed.

1. Pearly Penile Papule appears ONLY around Corona of Penis or on both sides of Fraenulum. If Papules appear on any other part of the penis, that is not PPP
2. herpes are blister type sores or razor type cuts.
3. MM is not a risk for herpes.
4. If seeing a doc would help you then see one as its better than worrying.
5. Herpes are blister type sores or razor type cuts and painful.
