Around a month ago I receiver fellatio from another guy. Ever since my penis head had been red and skin is rubbing off. I have had blood and urine tests taken for hiv, syphillis, hep b and c, chlymodia and gonnohrea. They all came back negative. What could this be?

You should have this checked out by a doctor while the redness and peeling skin is still visible; that's the only way to have it diagnosed properly. You may want to stop any sexual activity until your condition improves.
